ELSA Labs in the Netherlands
ELSA labs are participatory and inclusive quadruple helix innovation environments. Here parties work together on an equal footing in tackling societal and business challenges. The ELSA lab generates societal impact by the integration of societal goals in AI (re)design from the start.

The ELSA Labs in the Netherlands emerged from a growing societal and policy level recognition that artificial intelligence (AI) must not only be technologically advanced, but also ethically responsible, legally robust, and socially embedded. ELSA stands for Ethical, Legal and Societal Aspects. Around 2020–2021, the Dutch AI Coalition (NL AIC) and the Netherlands Organisation for Scientific Research (NWO) jointly developed the idea of structurally integrating these aspects into AI innovation through practice oriented, participatory labs.
The first generation of ELSA Labs received official recognition through the NL AIC label from 2021 onwards. These labs operate according to a quadruple helix model, in which academia, government, industry, and societal actors collaboratively design, test, and evaluate AI applications. Together, they laid the foundation for a national ecosystem centred on humancentric and trustworthy AI.
Some of the first ELSA Labs established in the Netherlands include:
- ELSA Lab Defence – focusing on the ethical, legal, and societal aspects of military AI applications, including autonomous systems and decision-making in defence contexts.
- ELSA Lab Poverty & Debt – focusing on the use of AI to prevent and address poverty and problematic debt. This lab investigates how AI systems can support municipalities and public service organisations without stigmatizing citizens, reinforcing social exclusion, or undermining transparency and legal protection. Key themes include data protection, explainability, bias, and human responsibility.
From 2024–2025 onwards, the ELSA lab concept gained significant momentum through the AiNed National Growth Fund programme, which financed new ELSA Labs that explicitly link ELSA to economic and sector specific innovation.
Examples of more recent labs include:
- Mobility DesAIgn Lab (TU Delft / TNO), which explores how AIdriven digital twins can be responsibly deployed in urban mobility and transport policy.
- ELSA Lab AI for Health Equity (University of Amsterdam), which focuses on preventing inequality and bias in medical AI applications.
Together, these labs demonstrate how the ELSAlab model in the Netherlands has evolved from an experimental approach into a structural component of responsible AI research and innovation, applied across diverse domains such as defence, healthcare, mobility, education, and agrifood.
In our ELSA lab, multiple case studies are conducted, integrating Ethical, Legal and Social Aspects (ELSA) in the continuous (re)design of AI for Sustainable Food Systems: AI4SFS. We study the technologies in their context of use, so as to keep an eye on social arrangements, applicable to the commercial use in business contracts, and so advancing the required governmental guidelines and laws.
